| Learning outcomes: This module is designed to develop the advanced skills needed by a planning enforcement officer in representing his or her employer in legal disputes. These may take the form of conducting negotiations to secure planning objectives without resort to court appearances, undertaking appearances in magistrates courts as witnesses or representing a local authority or client at a planning enforcement inquiry. By the end of the module students should be able to: undertake a negotiation to achieve a stated set of planning objectives on behalf of a local planning authority or client, assemble evidence and prepare statements of evidence for court appearances and planning inquiries, appear in court or planning inquiries. |
| Syllabus outline: Students will attend a series of courses provided by the Short Course Programme.Most courses will be one day in length but the final course, which provides a culmination of the course syllabus, will be a two or three day course during which the student will participate in a mock inquiry. A typical list of appropriate short courses includes:- Effective Planning Appeals: Written Representations, Effective Planning Appeals: Hearings Negotiation Skills Presenting and Appearing in Public Managing the enforcement function Expert witness training for Planning Inquiries (2-3 days) |
| Teaching and learning methods: A series of set tasks will act as a prelude to the development of the necessary knowledge, skills and confidence needed to act as a skilled negotiator in achieving planning objectives and to appear in either Magistrate's courts or at Planning Enforcement Inquiries as an expert witness. On satisfactory completion of the preparatory tasks, students will be advised to proceed to attend the series of short courses that focus on Expert witness training. In parallel work based earning will develop the necessary experience to aquire confidence in appearing in public and performing effectively as a witness. |

| Reading strategy: The access available in the individual student's workplace to key documents will be assessed and adjustments made accordingly. Appropriate additional study materials will be available on a designated website through either FBE web or UWEonline, both of which are available off campus. Appropriate reading, such as case law, reflective articles and workshop activities will supplement the workbased resources. Materials for specific short courses will be provided by the Short Course Tutor. |
